Telecom services providers have urged the Ministry of Finance to suspend the universal service obligation (USOF) till the existing corpus is exhausted. In their Budget recommendations, they have also pressed for an exemption from the service tax on "assignment of right to use natural resources" and the slashing of Customs duty on telecom equipment to zero. The Cellular Operators Association of India (Coai), which represents private sector telecom operators Reliance Jio, Bharti Airtel, and Vodafone Idea, called for abolishment of USOF levy.

Continuing to push back against the stringent quality of service (QoS) norms brought in by the Telecom Regulatory Authority of India (Trai), telcos have informed the Department of Telecommunications (DoT) that collection and submission of monthly and site-to-cell-level data should be eased, officials and industry sources said. In place since October last year, the QoS norms call for data for network availability, call drop, voice packet drop rate in uplink and downlink, among other parameters, to be collected at the cell level.

With a major network rollout on the cards, the government is not keen to change the pattern of tower monetisation for Bharat Sanchar Nigam Ltd (BSNL), officials at the state-owned telecom-service provider said. The monetisation target in the telecom sector had to be revised owing to a change in BSNL's approach to mobile-phone tower monetisation, which had shifted from a sale-based model to a lease-based one.

The defence ministry has eased rules for rolling out mobile towers, optical fibre and other telecom infrastructure gears in its area in line with the "Right of Way (RoW)" Rules notified by the Telecom Ministry in 2016. A copy of the new rules uploaded on Gati Shakti Portal on Thursday replaces "shared communication tower and other telecom infrastructure to extend communication network in military station/cantonments" issued in February 2018. As per the new rule, "... any application received for installation of under/overground telecom infrastructure of defence land shall henceforth be processed in accordance with the Indian Telegraph Right of Way Rules 2016 (as amended from time to time) formulated by the Department of Telecommunications" with some additional conditions.

The 5G networks have rolled out in 738 districts across the country, and around 100 million subscribers are using these services, marking one of the fastest fifth-generation rollouts in the world, Parliament was informed on Wednesday. Telecom service providers have also committed a total investment of Rs 2 lakh crore, including a commitment of Rs 1.5 lakh crore for spectrum acquired through auction in July-August 2022, Minister of State for Communications Devusinh Chauhan said in a written reply in Lok Sabha. "As on November 24, 2023, 5G networks have been rolled out in 738 districts across the country and a total of 3,94,298 base stations have been installed with around 100 million subscribers using 5G services," he informed.

The government on Wednesday notified its decision to permit 100 per cent foreign direct investment (FDI) under automatic route in the telecom services sector. In a press note, the Department for Promotion of Industry and Internal Trade (DPIIT) said foreign investment in telecom services will be subject to the condition of Press Note 3 of 2020. Accordingly, cases requiring prior government approval under the provisions of Press Note 3 will continue to be in place.

Shares of Reliance Industries as well as Bharti Airtel began the trade on a positive note on Wednesday after the two firms announced their partnerships with Elon Musk's SpaceX for providing high-speed internet services in India.
